San Diego Gas & Electric Company (SDG&E) is issuing a Request for Offers (RFO) to solicit offers from eligible Offset Providers for Greenhouse Gas (GHG) Compliance Instruments to satisfy obligations under California's Cap & Trade Program. SDG&E is seeking offers for offset credits that meet or will meet CARB's offset protocol requirements. Bidders must assume the invalidation risk as required by the California Public Utilities Commission (CPUC). The RFO covers four CARB-approved offset protocols: U.S. Forest Projects (activities that sequester carbon on forestland), Urban Forest Projects (GHG removal enhancements through tree planting and maintenance to increase carbon storage), Livestock Projects (GHG emission reductions through biogas control systems for manure management on dairy cattle and swine farms), and Ozone Depleting Substances Projects (GHG emission reductions from destruction of high global warming potential ozone depleting substances). Up to 8% of an entity's compliance obligation can be met with offsets. Each offset credit must be held in a holding account of an entity registered with CARB and suitable for transfer to SDG&E prior to delivery.
