The Illinois Power Agency (IPA) conducted a Spring 2015 procurement of Renewable Energy Credits (RECs) from solar photovoltaic resources for Ameren (AIC) and ComEd utilities. This RFP was authorized under the Illinois Power Agency Act and complied with Public Act 095-0481. The procurement involved a two-part bidding process with qualification requirements in Part 1 and bid submission in Part 2.
Bidders were required to submit Part 1 Proposals by March 31, 2015, with a Part 1 Notification Date of April 6, 2015. Part 2 Proposals, including executed Pre-Bid Letters of Credit, were due by 12:00 PM (noon) Central Prevailing Time on April 13, 2015. Bids were evaluated on April 16, 2015. Results were announced on April 22, 2015.
The RFP consisted of two product categories: Illinois Solar Photovoltaic (ISP) - RECs produced by solar photovoltaic resources located in Illinois, Wisconsin, Iowa, Missouri, Kentucky, Indiana, or Michigan; and Other State Solar Photovoltaic (OSP) - RECs produced by solar photovoltaic resources located elsewhere. RECs were required to be tracked in PJM Environmental Information System (GATS), Midwest Renewable Energy Tracking System (M-RETS), or North American Renewable Registry (NARR). Generation must have occurred between January 1, 2015 and May 31, 2016. All RECs must be standard RECs including all environmental attributes.
Bidders were required to submit Pre-Bid Letters of Credit in amounts no less than $2 times the number of RECs bid across all products or $10,000, whichever was greater. A non-refundable Bid Participation Fee of $500 was required. Performance assurance collateral of 10% of contract value was required for contracts valued at $500,000 or more. Contract terms were one year in length.
