San Diego Gas and Electric (SDG&E) is issuing its 2016 Combined Heat and Power (CHP) Request for Offers (RFO) to solicit offers from owners and operators of CHP Facilities and Utility Prescheduled Facilities (UPF). The RFO seeks to acquire power purchase agreements (PPAs) for CHP resources to achieve megawatt (MW) and Greenhouse Gas (GHG) Emissions Reduction Targets established in the CHP Program Settlement Agreement. SDG&E seeks offers to meet a CHP MW Target of up to 51 MW during the Second Program Period (2016-2020) to make progress toward its Settlement Agreement goal of 211 MW total. This solicitation entertains offers for the following resource types: Existing CHP, New CHP, Repowered CHP, Expanded CHP, and Existing CHP Facilities Converting to UPF. Preference is given to offers that are low cost, have low associated GHG emissions or provide GHG emissions reductions through changes in operations or technology, offer operating flexibility, and/or are located in the San Diego local sub-area. Winning respondents shall enter into PPAs for energy and capacity from eligible resources meeting the criteria described in the RFO document. Facilities must have a nameplate capacity larger than 5 MW and delivery point within the CAISO Controlled Transmission Grid. Maximum contract terms are up to 7 years for existing, repowered, and existing CHP-to-UPF conversions, and up to 12 years for new and expanded facilities meeting credit requirements.
