The Illinois Power Agency (IPA) conducted a Spring 2018 Block Energy and Capacity (BEC) procurement event for the purchase of wholesale power products. The procurement includes monthly on-peak and off-peak standard block forward products as well as combinations for Ameren Illinois Company (AIC), Commonwealth Edison Company (ComEd), and MidAmerican Energy Company (MEC). Additionally, capacity products were procured for AIC representing 25% of the 2019-2020 planning year forecast requirement. The supply period for standard block forward products runs from June 1, 2018 to May 31, 2021. Capacity supply period begins June 1, 2019.
Key dates for the Spring 2018 procurement include the Part 1 Proposal window opening March 15, 2018 and closing March 22, 2018 at 12:00 PM Central Time. The Part 1 Notifications were issued on March 27, 2018. The Part 2 Proposal window opened March 28, 2018. Final Targets were provided with Part 1 Notifications. ICC approval of procurement results was issued April 13-19, 2018 depending on the product type.
Bidders must submit Pre-Bid Letters of Credit by specified dates, complete Part 1 and Part 2 Proposals through an online system, and submit executed supplier contracts within specified timeframes. The RFP Rules establish detailed requirements for bid submission, financial qualifications, collateral requirements, and contract execution. Supplier fees are $178 per on-peak block, $118 per off-peak block, and $20 per ZRC.
