San Diego Gas & Electric Company (SDG&E) is issuing a Green Tariff Shared Renewables (GTSR) Program joint Request for Offers (RFO) seeking contracts with facilities that produce Renewable Portfolio Standard (RPS)-eligible energy for implementing Enhanced Community Renewables and Green Tariff programs. The solicitation seeks two main components: (1) EcoChoice program allowing customers to choose higher percentage of renewable generation, and (2) EcoShare program allowing customers to participate in community-based renewable energy projects. The programs aim to make clean renewable energy available to bundled utility customers, increase overall renewable energy volume in San Diego area, and increase customer options to meet renewable energy goals. For Spring 2018, SDG&E seeks between 0.5-16 MW of capacity for EcoShare, 0.5-29 MW of capacity for EcoChoice, and 0.5-10 MW of Environmental Justice (EJ) capacity. The overall program is designed to ensure sufficient eligible capacity is available to meet customer demand of up to 59 MW, with 10 MW of total program capacity set aside for projects located in designated Environmental Justice areas. Distributed Energy Resource Providers (DERP) participating in EcoShare can aggregate resources to meet CAISO 0.5 MW minimum size requirement. This solicitation is not requesting bids for feed-in-tariff projects (Re-MAT, Bio-MAT), BioRAM, or other RAM or RPS procurement activities.
