San Diego Gas & Electric Company (SDG&E) is issuing a Request for Proposals seeking to sell Resource Adequacy (RA) capacity products from HL Power and Owner HL Partners, LP Project (HLP or Project) to minimize the procurement cost impact for ratepayers pursuant to Decision (D.) 18-12-003. The RFP seeks proposals for Resource Adequacy capacity from the HLP Project with a contract capacity of 24 MW and earliest energy delivery date of November 1, 2019. Respondents may submit proposals for calendar year strips, quarterly products, monthly products, or other ranges with a minimum period of one month. Any transaction resulting from this RFP will become effective only after full execution of a negotiated contract substantially in conformance with the accompanying 2019-2024 HLP RA RFP Confirmation Template. SDG&E welcomes and encourages Diverse Business Enterprises (DBEs) as defined in G.O. 156 to participate. The proposal process requires completion of the Proposal Form and Confirmation Template. Bids are considered binding and must be effective through September 30, 2019. The unit does not come with Flex Capacity Rights and is not subject to local capacity requirements as it is in the CAISO system area.
