Silicon Valley Clean Energy (SVCE) is requesting comprehensive support for designing, implementing, managing, and evaluating decarbonization and innovation programs. The scope includes three distinct tasks: Task A covers general program administration consultant responsibilities through a Master Services Agreement (MSA) for various programs including design, implementation, application administration, and program management; Task B covers specific administration of the Innovation Onramp program which will provide a framework for launching pilot projects with external partners and customers through an application process with quarterly deadlines and standardized partnership agreements; Task C covers independent Evaluation, Measurement and Verification (EM&V) services to review the programs portfolio including portfolio-level reviews every six months and comprehensive annual reviews, program-level reviews, and report development. Specific programs mentioned include FutureFit Heat Pump Water Heater program (promoting adoption of electric heat pump water heaters with rebates and data logging) and All-Electric Design Grant program (incentivizing all-electric commercial and residential building projects as case studies). Work will be performed on a time and materials basis. Bidders may respond to any single task or combination of tasks (A, B, and/or C). If selected for Task C (EM&V), the consultant will be precluded from receiving awards for other tasks due to its oversight role. Task A is anticipated to be a three-year contract term beginning June 2019. Tasks B and C are anticipated to be two-year contract terms beginning June 2019.
