PacifiCorp is seeking proposals for competitively priced resources capable of interconnecting with or delivering to PacifiCorp's transmission system in its east or west balancing authority areas (PACE and PACW, respectively). The 2020AS RFP will consider both build-transfer and power purchase agreement bids that can achieve commercial operation by December 31, 2024. In addition, PacifiCorp will accept bids from long-lead time pumped storage hydro resources requiring longer lead time to develop and construct that places the project completion beyond December 31, 2024. PacifiCorp is not submitting any self-build (benchmark) resources in the 2020AS RFP. The RFP was established as an action item out of PacifiCorp's 2019 Integrated Resource Plan (IRP) to conduct an all-source RFP in 2020. The 2019 IRP preferred portfolio includes 1,823 megawatts (MW) of new proxy solar resources co-located with 595 MW of new proxy battery energy storage system (BESS) capacity and 1,920 MW of new proxy wind resources by the end of 2023.
