Puget Sound Energy (PSE) is seeking proposals for all generation sources through a formal Request for Proposals (RFP) process. The RFP is designed to solicit bids for new power generation capacity. The process includes workshops for interested bidders, with specific requirements for posting workshop materials at least seven days prior to each workshop. Materials for the Effective Load Carrying Capability (ELCC) workshop must include an ELCC review and primer. PSE must make bidders and interested parties aware of any notices for public comment issued by the commission by posting such notices to the RFP website and circulating them to the RFP email list. PSE must file response comments within six weeks of any notice deadline. If revisions to PSE's ELCC methodology or implementation in phase two are warranted, PSE must file the revisions with the commission. The RFP will not include a return adder for Power Purchase Agreements (PPAs).
