Clean Power Alliance of Southern California (CPA) is seeking proposals from qualified and experienced contractors to provide software development and information technology (IT) consulting services. The contractor will be responsible for supporting CPA's in-house Energy Trading and Risk Management (ETRM) system that houses contract data and is used for position management, financial modeling, payment validation, and other procurement and financial support functions. The ETRM is a web-based application written in Java, using a Postgres database and running on ubuntu in an Amazon Web Services (AWS) Elastic Compute Cloud (EC2) instance. The contractor will need to complete a reproduction of the development and build environment, perform updates to the application, and complete other tasks as directed by CPA. The scope of services includes four main tasks: (1) Migration of Current Environment and Creation of a Test Environment, (2) ETRM Stabilization, (3) Role and Permission Management, and (4) Complete Additional Enhancements as Identified by CPA. The contractor must have applicable qualifications and experience with Java and Python software development of web-based applications, including technology expertise and experience in Snowflake, AWS, Linux, SQL, Postgres, and database administration, as well as experience with providing software and technology services for CCAs or electric or municipal utilities, including knowledge of energy trading and existing solutions in the energy trading business.
