Clean Power Alliance of Southern California (CPA) is soliciting competitive proposals for resources needed to achieve compliance with the California Public Utilities Commission (CPUC) decision requiring procurement to address mid-term reliability. The RFO seeks offers from three product types: 1) Baseload/Firm Renewable Energy: Zero emissions generation capacity with at least 80% annual capacity factor, not use limited or weather dependent, 5-100MW size, COD by June 1, 2026; 2) Long-Duration Storage (8+ hours): Stand-alone or RPS-eligible generation paired with storage projects (40-800 MWh capacity), storage duration at least 8 hours, paired storage cannot exceed 40% of generation capacity, COD by June 1, 2026; 3) 4-Hour Storage: Stand-alone or RPS-eligible generation paired with storage (40-800 MWh capacity), 4-hour duration, paired storage cannot exceed 80% of generation capacity, COD by June 1, 2025 (earlier COD preferred). Projects will be evaluated on economic value, development risk, workforce development, environmental stewardship, benefits to Disadvantaged Communities, and project location.
