NV Energy is issuing a request for proposals to acquire long-term dispatchable energy and energy storage resources with a minimum size of 20 MW together with all associated environmental and renewable energy attributes. The company is seeking proposals for renewable generation, conventional generation, and energy storage under various types of agreements. Projects must be capable of delivering energy to serve load in NV Energy's retail service territory. Projects may be sited outside of Nevada but must interconnect or deliver product directly to NV Energy's system. All proposed projects must include a completed Facilities Study or Large Generator Interconnection Agreement issued by the transmission provider(s). NV Energy is placing specific emphasis on interconnection access in due diligence evaluation, requiring robust discussion and documentation with respect to site control of the gen-tie route and interconnection path to a specific delivery point in NV Energy's system. NV Energy is targeting renewable energy projects, with emphasis on wind projects, that can deliver to NV Energy's system at the Midpoint substation north of Jerome, Idaho, due to available transmission capacity on the SWIP-N transmission line. Energy storage systems may be integrated with renewable energy resources or be stand-alone projects. Projects must be approved by the Public Utilities Commission of Nevada in an NV Energy IRP filing. NV Energy is also soliciting proposals to develop the Amargosa Solar and BESS project and the Sierra Solar Phase II project through Power Purchase Agreement or Build-Transfer Agreement options. The Amargosa project includes BLM leases of two parcels in a BLM-designated Solar Energy Zone in Amargosa Valley with interconnection queue position and related studies. The Sierra Solar Phase II project is a greenfield project adjacent to the Sierra Solar project with site control through land lease and Large Generator Interconnection Agreement. Proposals will be evaluated based on economic benefit to Nevada, job opportunities in Nevada, and best value to NV Energy's customers.
