BC Hydro is seeking competitive proposals for clean and renewable energy generation to support British Columbia's growing population and industries. This Request for Proposals (RFP) represents a continuation of BC Hydro's commitment to regular procurements for clean energy resources. BC Hydro intends to acquire up to 5,000 GWh per year of additional clean and renewable energy through this process, with Electricity Purchase Agreements (EPAs) expected to be awarded in early 2026.
Proponents must follow the Open Access Transmission Tariff (OATT) Competitive Electricity Acquisition Process (CEAP) requirements for interconnection applications. Key submission deadlines include: RFP Documents issued on July 28, 2025; Registration Form submission deadline of September 12, 2025; CEAP Interconnection Request Submission Deadline of October 14, 2025 at 5 p.m. Pacific Time (with a pre-submission deadline of September 2, 2025); completed Interconnection Feasibility Studies to be delivered by November 24, 2025; Q&A submission deadline of December 3, 2025; and the final RFP Closing Date (Proposal Submission Deadline) of January 19, 2026 at 11 a.m. Pacific Time. Proponents may withdraw proposals without forfeiting Bid Security until January 26, 2026 at 11 a.m. Pacific Time.
Participation in the 2025 Call for Power does not preclude proponents from participating in the separate 2025 Request for Expressions of Interest (RFEOI) for Capacity. BC Hydro is prioritizing collaboration with First Nations and advancing economic reconciliation as part of this process, with a First Nations Clean Energy Representative available as a resource to support meaningful engagement throughout the procurement process. Proponents are expected to conduct thorough First Nations consultations and should review reference information on concerns raised by First Nations communities.
RFP Informational Meetings were held on October 16 and 23, 2025, with presentation materials and Q&A responses available online. All questions regarding the RFP process, RFP documents, and BC Hydro's responses should be submitted by the December 3, 2025 deadline.
