PacifiCorp is conducting a small-scale renewable request for proposals to acquire by 2030 small-scale renewable resource capacity sufficient to meet requirements of Oregon House Bill 2021 (OR HB2021), Section 37. This RFP is also a first step in addressing a non-wire solution for grid needs per UM2005. Based on current estimated projections, PacifiCorp is looking to procure as much as 320 megawatts of capacity from small-scale resources that meet the requirements set forth in OR HB2021. The RFP will consider cost-competitive bids for resources with specific characteristics including minimum nameplate capacity of 100 kilowatts to 2 megawatts, resources that generate electricity from qualifying renewable sources (wind, photovoltaic solar, wave, geothermal, hydroelectric, biomass, etc.), storage resources when co-located with SSR-compliant PV solar facilities or stand-alone battery, guaranteed commercial operation date on or before December 31, 2029, must use PacifiCorp Transmission Fast Track Process for interconnection only, must be located in Oregon, must be RPS certified, and must have firm pricing held through June 30, 2026.
