SDG&E is issuing a Request for Offers (RFO) seeking proposals from third parties interested in purchasing resource-specific products from HL Power, a Bioenergy Renewable Auction Mechanism (BioRAM) resource under contract with SDG&E. The RFO solicits offers for: (1) Bundled Electric Energy Product - defined as energy plus environmental attributes from renewable generation facilities with first point of interconnection within a California Balancing Authority (CBA) or facilities that directly schedule electricity into a CBA on an hourly or sub-hourly basis, meeting California Renewables Portfolio Standard (RPS) eligibility criteria; and/or (2) Resource Adequacy (RA) attributes from CAISO System. The Bundled Energy Product has a minimum term of 1 year and maximum term of 4 years, with delivery starting no earlier than January 1, 2026, at the NP-15 EZ Gen Hub point of delivery. Minimum total contract volume is 10,000 MWh (As Available) with a maximum of up to 175,000 MWh per year (As Available per year). For RA, SDG&E offers up to 24 MW of Available NQC for calendar years 2026-2029 with a minimum term of 1 year and maximum term of 4 years, priced at $/kW-year with full unit NQC Quantity required for each month. This RFO solicits bids from financial institutions, energy service providers, utilities, municipal utilities, industrial end users, wholesale power marketers, and any other entity with a need to purchase Bundled Energy Product or RA attributes.
