Pacific Gas and Electric Company (PG&E), acting as the Central Procurement Entity (CPE), is issuing a Request for Offers (RFO) to procure Local Resource Adequacy (Local RA) or obtain compensated self-shown commitments for Local RA on behalf of all CPUC-jurisdictional load serving entities (CPUC LSEs) in PG&E's distribution service area. The RFO targets procurement for the 2027, 2028, and 2029 resource adequacy compliance years.
The procurement covers transmission-constrained areas within PG&E's distribution service area designated as Local Capacity Areas (LCAs). PG&E CPE is required to procure or obtain self-shown commitments to meet the 3-year forward multi-year Local RA requirement on behalf of all CPUC LSEs within its electric distribution service area. In 2026, PG&E CPE must procure or obtain self-shown commitments for 100 percent of CPUC's 2027 Local RA requirements, 100 percent of CPUC's 2028 Local RA requirements, and 50 percent of CPUC's 2029 Local RA requirements.
Participants may submit competitive offers either as PG&E Participants or Non-PG&E Participants through separate PowerAdvocate portals. The deadline for PG&E Participants to submit offers is Tuesday, March 24, 2026 at 1:00 p.m. Pacific Time, while Non-PG&E Participants must submit by Wednesday, March 25, 2026 at 1:00 p.m. Pacific Time. A Participants' Webinar is scheduled for Thursday, February 26, 2026. PG&E CPE will notify Participants of the status of their offers in mid-April 2026, with an estimated execution timeframe for resulting agreements in early August 2026. The estimated Local RA showing for compliance years 2027-2029 will be submitted to the CPUC in mid-August 2026.
