San Diego Gas & Electric Company (SDG&E) seeks through this Request for Offers (RFO) reopening to procure resources to meet electric system reliability needs as required by California Public Utilities Commission (CPUC) Decisions D.21-06-035, D.23-02-040, and D.24-02-047. The solicitation is for eligible system-level resource adequacy (RA) to come online by June 1, 2028, with consideration given to offers for resources that may come online by June 1, 2031. SDG&E is procuring a total of 619.5 megawatts (MWs) of net qualifying capacity (NQC) across multiple resource categories: Firm zero-emitting resources (41.4 MW by 2028), Long-duration storage resources (41.4 MW equally divided), and Any other type of non-fossil-fueled resource (536.6 MW from 2023-2027). Firm zero-emitting resources must be generation capacity with no on-site emissions or eligible under the Renewables Portfolio Standard program with at least 80 percent capacity factor, and must not be use-limited or weather dependent. No storage projects qualify under the firm zero-emitting provision. Long-duration thermal (LLT) resources with the following characteristics are eligible: Generation capacity with no on-site emissions or eligible under renewables portfolio standard with at least 80 percent capacity factor, not use-limited or weather dependent. The RFO operates on a rolling basis with monthly submission windows. SDG&E will accept offers until further notice, with the first offer window opening July 1, 2025. Subsequent windows open on the first business day of each month at 9:00 AM Pacific Prevailing Time and close on the last business day of the month at 5:00 PM PPT. SDG&E begins reviewing offers on the first business day of the following month. Respondents will be notified of shortlist status within 60 days of the offer closing date for the submission month.
