Bidders may rely on the experience and capability of associated entities, including construction contractors hired to build the plant. If relying on shareholders or associated entities, the bidder must identify them and provide written declarations of consent, proof of experience/capability, and supporting power of attorney. Should a successful bidder need to replace associated entities, prior written consent of GPE is required, such consent not to be unreasonably withheld.

Bid evaluation will apply US CPI adjustments to each bid's energy offered price using an estimated annual US CPI of 2.2% for the full 20-year power purchase agreement tenor. Alternative bids submitted by a single bidder will be analyzed and ranked as independent bids. All confidential documents will be treated as such except where economic or technical data is needed for bid evaluation, PPA negotiations, systems analysis, and interconnection considerations, in which case information may be shared with the Ministry of Science, Energy and Technology (MSETT) or the Office of Utility Regulation (OUR).
