Request for Proposals for delivery of all-requirements retail electric power supply to approximately 1,400 municipal electric accounts (approximately 80,000 MWh of annual retail sales) located on Cape Cod and Martha's Vineyard. The selected bidder will be responsible for all load and supply scheduling, scheduling of network and other transmission service, all transactions and communications with ISO New England and the New England Power Pool necessary for delivery of firm power supply. The supplier will be obligated to provide all services directly or through contract for local distribution company billing, customer complaint handling, service calls, EDI functions and competitive supply to end-use customers. All-requirements retail electric power supply includes electrical energy, capacity, ancillary services, renewable energy resources as mandated by G.L. c. 25A, §11F, transmission and distribution losses, and transmission service. Contract delivery periods must commence with July 2017 meter read dates with options for minimum one (1) year to maximum three (3) years. Price offers must be fixed annually for each contract year; seasonal, time-of-day, variable, or indexed pricing are not permitted.
