Cape Light Compact JPE seeks proposals for all-requirements retail electric power supply for approximately 1,500 electric accounts representing approximately 75,000 MWh of annual retail sales for municipal and government accounts located on Cape Cod and Martha's Vineyard. All-requirements retail electric power supply includes electrical energy, capacity, ancillary services, renewable energy resources as mandated by Massachusetts General Law Chapter 25A and Clean Energy Standard requirements, and transmission and distribution losses. Supplier responsibilities include all load and supply scheduling, transmission service scheduling, ISO New England and New England Power Pool transactions, customer billing support, complaint handling, EDI functions, and competitive supply provision. The Compact invites bidders to propose contract delivery periods of 1 to 3 years with fixed annual pricing. Bidders may propose options for renewable energy content above state-mandated requirements through additional MA Class I REC procurement and retirement, with pricing offered as a per-megawatt-hour adder for each 1% of participant load. Price proposals must be fixed annually with no seasonal, time-of-day, variable, or indexed pricing permitted. Service commencement is July 2021 meter read dates. The selected bidder must execute a Municipal Competitive Electric Supply Agreement (MCESA).
