Submission Requirements: Responses must be submitted electronically and include all mandatory attachments: RFP Cover Page/Declaration/Checklist (Attachment A), Key Proposer Personnel Lead Form (Attachment B), Project Cost Proposal Form (Attachment C), Project Capability Submittal Checklist and Format (Attachment D-0), Scope/Level of Expertise Plan (Attachment D-1), Value-Added Plan (Attachment D-2), and Reference List (Attachment E). Insurance is required. Questions are submitted online.
Evaluation: The City will use the Best Value Approach method to evaluate proposals, which considers factors beyond just price. Proposers will be trained on properly applying the BVA method during the Pre-Proposal Conference.
