The City of Pico Rivera is seeking proposals from qualified consultants to develop a comprehensive Climate Action Plan (CAP). The selected consultant will be responsible for developing and finalizing a complete climate action and adaptation plan over a three-fiscal-year period, commencing in September 2022.
The scope of work encompasses nine primary tasks: (1) Project kick-off and project management; (2) Development of a comprehensive greenhouse gas (GHG) emissions inventory; (3) Establishment of GHG emission reduction targets; (4) Engagement with City Committees, City Council, and the community; (5) Development of policies and strategies to achieve identified GHG reduction targets; (6) Development of climate adaptation and resiliency strategies; (7) Identification of funding sources and implementation measures; (8) Development of monitoring and reporting tools for the CAP; and (9) Finalization of the Climate Action and Adaptation Plan.
The consultant is encouraged to propose innovative refinements to the scope of work that will effectively achieve the specified deliverables. The project is structured as a lump-sum contract award with no required bid, payment, or performance bonds. Responses must be submitted electronically to the designated contact.
Key dates include: Bid posting on July 12, 2022; Q&A deadline of July 19, 2022 at 5:00 PM (PDT); and bid due date of August 4, 2022 at 5:00 PM (PDT). The project will be managed by the City's Public Works Department.
