This Request for Proposals (RFP) issued by the Generation Procurement Entity seeks qualified bidders to develop, own, and operate renewable energy generation facilities with a combined capacity of up to 100 MW (net). Individual bidders are capped at a maximum of 50 MW per project. The procurement is technology-neutral, allowing bidders to propose wind, solar photovoltaic, hydroelectric, or hybrid renewable energy solutions.
Bidders must submit comprehensive technical and economic proposals including detailed energy production reports at P50, P90, and P99 probability levels, grid integration feasibility studies, environmental impact assessments, preliminary site civil works plans, and financial models incorporating all capital and operational expenses. Projects must demonstrate the ability to interconnect at designated interconnection points listed in Appendix D, with bidders permitted to request addition of new interconnection points up to fifteen business days prior to the submission period.
Key submission requirements include performance security deposits, detailed dynamic models in DIgSILENT PowerFactory format (SP1 to SP3 versions), preliminary geotechnical and site subsurface investigations, environmental impact assessments aligned with proposed capacity, and financial documentation including audited statements for 2020, 2021, and 2022 (or 2023 if available). Successful bidders must achieve financial close and commence construction within specified timeframes, with a Construction Security Deposit of USD 150,000 per MW required within thirty days prior to construction start.
The selected bidder(s) will enter into a 20-year Power Purchase Agreement with Jamaica Public Service (JPS) on a Take-As-Available basis. Projects operate independently and must comply with the Jamaica Electricity Sector Book of Codes and JPS Interconnection Guidelines. The RFP deadline has been extended to April 5, 2024, with the pre-bid meeting scheduled as a hybrid event (in-person and online) on February 1, 2024.
