The PDC will be responsible for budget and savings goal development, monthly forecasting aligned with Energy Trust's six-quarter rolling forecast methodology, invoicing and reporting requirements, quality assurance and compliance activities, project and incentive payment processing, and maintaining comprehensive digital program implementation manuals and guides.

The contract is anticipated to be four years (2027-2030) with potential for three additional years of extension. A transition period is expected from September through December 2026, with full program implementation beginning January 1, 2027. The PDC must demonstrate experience delivering commercial energy efficiency programs at scale, strong expertise in workshop facilitation and adult learning principles, and proven ability to serve priority customers including rural communities, small businesses, and nonprofits. Energy Trust requires minimum spend of 20% of annual contract value (excluding incentives) with certified small and disadvantaged subcontractors.
