Services include: (A) Engineering Energy Assessment and Scoping Services including ASHRAE audits, energy usage trending analysis, energy metering installation and monitoring, site-specific energy savings calculations, benefit-cost screening of custom projects using Statewide Dual Fuel Screening Tool, computerized energy simulations and benchmarking (DOE-2, eQUEST, ENERGY STAR Portfolio Manager), customer meeting attendance, and retro-commissioning analysis; (B) Engineering Peer Review Services including review of 3rd party vendor application energy calculations, pre and post-installation inspections for quality control, review of schematic and design documents, benefit-cost screening, energy usage trend analysis, equipment metering installation and monitoring, and other engineering analyses; (C) Large Customer Project Management Services supporting less than 100 customers with aggregated usage greater than 1.5 MM kWh per year including all services in A and B plus additional project management coordination tasks such as establishing long-term energy efficiency investment strategies, acting as customer contact for general inquiries, liaison attendance at on-site project meetings, attendance at stakeholder meetings, and various benefit-cost analyses presentations; (D) Other Miscellaneous Engineering Support including serving as technical resource, energy-related training provision, subject matter expert presentations, energy usage trend analysis, equipment metering, support calculations for custom projects, computerized energy simulations, authoring minimum requirements documents, and other ad-hoc engineering tasks; (E) QA/QC On Site Inspection Services including scheduling pre and post-installation inspections with customers, bringing appropriate employee identification and equipment, verifying existing conditions and equipment quantities match applications, and submitting inspection reports with any discrepancies; (F) Application Processing and Management Services including application intake via email and phone line, review of submitted applications for completeness, confirmation that proposed equipment meets requirements (checking Qualified Products lists, minimum efficiency requirements), queuing for pre-installation inspection, receiving and processing pre-installation inspection reports, calculating energy savings for prescriptive measures according to Massachusetts TRM or TRL, issuing pre-approval letters, queuing for post-installation inspection, obtaining invoices and proof of payment, receiving and processing post-installation inspection reports, resolving discrepancies, amending energy calculations, and submitting completed application packages; and (G) Other Miscellaneous Non-Engineering Program and Project Management Support for specified projects and as-needed work with specified not-to-exceed contract value. Program services support approximately 20,000 commercial customers on Cape Cod and Martha's Vineyard. Historical volumes: Retrofit program 2013-2015 YTD showed 55-88 engineering assessments and peer review cases annually with 124-142 QA/QC cases and 27 application processing cases in 2015 YTD; New Construction program 2013-2015 YTD showed 42-60 engineering assessments and peer review cases with 42-60 QA/QC cases and 3 application processing cases in 2015 YTD. Bidders may choose to bid on any subset of service areas A-G. All vendors regardless of service role must demonstrate working knowledge of Massachusetts statewide C&I Programs and C&I Retrofit application process, maintain individual project file records electronically using Compact's EECP database, deliver regular updates and status reports, interact professionally with commercial customers, maintain sufficient professional skill diversity, provide all necessary equipment for inspections, provide electronic invoices, and finalize service level agreement terms. The Compact will serve as principal point of contact, provide database portal access for project files and invoicing, provide Massachusetts TRM or future TRL documentation, provide timely signoff on deliverables, and oversee program performance including change order approvals, form and procedure reviews, management report reviews, customer inquiry resolution tracking, and invoice verification and processing.
