Request for Proposal for a Lead Vendor to provide comprehensive service delivery for the Cape Light Compact's Commercial Non-Small Business Services Program. The program serves non-multi-family, non-small (defined as up to 100,000 kWh per year) commercial customers with aggregate usage between 100,000 kWh and 1.5 million kWh per year. Services include: program management and administration; customer scheduling, follow-up and technical assistance; comprehensive energy assessments using approved software tools; identification and implementation of cost-effective energy efficiency measures; quality assurance and control; data management and reporting; marketing support including segment-targeted campaigns; and contractor coordination. The Lead Vendor will be responsible for overall program implementation, intake processing, assessment delivery within two weeks, contractor management and payment, customer complaint resolution, data tracking using computerized systems compatible with EECP platform, compliance with Massachusetts Digital Technical Reference Library standards, and monthly reporting to Cape Light Compact. The program focuses on measures with electric and deliverable fuel benefits across all end uses regardless of heating fuel. Marketing will target specific business segments (grocery, restaurant, hotel/motel, retail, etc.) through Chambers of Commerce, local events, and targeted campaigns. No direct install measures will occur at assessment time. The Lead Vendor must coordinate with local Cape Cod and Martha's Vineyard contractors and manage multiple contractual relationships while ensuring uniform incentives regardless of vendor costs. The program operates with a segmentation approach for medium-sized customers and may include work with large customers (over 1.5 million kWh annually) as requested. Performance incentives may be available for successful program implementation meeting established cost-effective energy savings goals.
