This solicitation aims to demonstrate and advance the capabilities of virtual power plants (VPPs) that coordinate high concentrations of inverter-based distributed energy resources (IBDERs) – such as solar photovoltaics (PV), battery energy storage systems (BESS), and electric vehicles (EV) – to provide distribution-level power quality services, alleviate grid congestion due to electrification growth, and reduce reliance on fossil fuels. The program seeks to fund projects that will advance VPP technology and demonstrate its effectiveness in managing distributed energy resources at scale.
