Silicon Valley Clean Energy (SVCE) is seeking support from a third-party consultant for data analytics services in scoping, designing, executing, and reporting out results of strategic analyses, including EM&V, to advance SVCE's decarbonization mission. The consultant will work on a time and materials basis, allowing SVCE to scale up support as needed and target it to specific areas of need for each project. This RFP outlines broad types of data analytics work that SVCE believes will be part of its strategic analyses. SVCE seeks one or multiple consultants to enter into a Master Services Agreement (MSA) for these data analytics support services. The scope of work includes various topic areas such as rate design, load disaggregation, EV detection from consumption data, evaluation of SVCE program impacts, weather normalization, greenhouse gas emissions analyses, customer segmentation, distribution system capacity analysis, equity analysis, and complex data analysis on large datasets. The work will be performed through task orders established for each project, using the menu of services, staff, rates, and acceptance of terms agreed upon in the MSA.
