The Cape Light Compact JPE seeks a Lead Vendor to provide comprehensive energy efficiency program management and implementation services for its Residential Coordinated Delivery program. Services include: (1) Program management with responsibility for managing all subcontractors and independent contractors; (2) Designing and implementing merit-based allocation of weatherization work orders; (3) Scheduling, follow-up, and technical assistance services; (4) Energy assessments (Special Home Visits and Comprehensive Assessments for single-family and multi-family properties); (5) Implementing efficiency measures including air sealing, insulation, HVAC systems, water heating, lighting, and appliances; (6) Promoting and processing incentives for participants; (7) HEAT Loan program administration; (8) Quality assurance/quality control procedures; (9) Data transfer and reporting to meet Massachusetts Department of Energy Resources requirements; (10) Marketing support including outreach to hard-to-reach and non-English speaking populations; (11) Financial accounting services for program management. The Lead Vendor will serve the Compact's 200,500 customers across 21 towns of Cape Cod and Martha's Vineyard. Work includes managing Independent Installation Contractors (IICs), Home Performance Contractors (HPCs), and permitted subcontractors. The program serves both single-family and multi-family homes (Attached Low Rise and Attached High Rise facilities). Services must be implemented using Building Performance Institute (BPI) standards and Mass Save Energy Assessment Standards.
