El Paso Electric (EPE) is soliciting proposals from qualified Electric Vehicle Supply Equipment (EVSE) manufacturers and vendors for the procurement of National Electric Vehicle Infrastructure (NEVI)-compliant DC fast charging (DCFC) hardware to be deployed under the New Mexico NEVI Calls for Proposals (CFP) – Phase Three program. This RFP seeks to procure high-performance, reliable, and fully interoperable EV charging equipment that meets or exceeds all technical, accessibility, cybersecurity, and network requirements established by FHWA NEVI Formula Program, 23 CFR part 200, 23 CFR Part 680, and the New Mexico Department of Transportation (NMDOT) NEVI Phase Three CFP. The equipment will be deployed at a publicly accessible, high-speed EV charging station in Las Cruces, New Mexico that includes four DC fast chargers, each capable of delivering a minimum of 150 kW per port, with vendors required to also provide optional proposal and pricing for chargers rated at 400 kW per port. The equipment must support dual charging protocols (CCS and CHAdeMO), be third-party certified, ensure network interoperability with OCPP 2.0.1, provide multiple payment options, comply with PCI DSS, be fully accessible per ADA requirements, meet or exceed 97% annual uptime requirement, and meet Buy America requirements. This RFP is only for DCFC equipment, networking packages, warranties, and required accessories; installation and construction services will be procured separately. The award is contingent upon EPE's successful receipt of NEVI grant funding.
