The anticipated contract duration is four years (2027-2030) with potential extensions up to three additional years. A transition period is planned from September through December 2026, with full implementation beginning January 1, 2027. The five-year multiyear planning targets include substantial electric and gas savings across all utility territories served by Energy Trust in Oregon (Portland General Electric, Pacific Power, NW Natural, Cascade Natural Gas, and Avista). The PDC must meet minimum spend requirements of at least 20 percent of the total contract value (excluding incentives) subcontracted to certified small and disadvantaged businesses.
