Energy Trust of Oregon is seeking a Program Delivery Contractor (PDC) to design, manage, implement and deliver the Existing Multifamily offer across Oregon's service territory. This offer provides incentives, technical support and other resources to promote energy-efficient improvements in multifamily buildings with five or more dwelling units, including common areas and community spaces. The PDC will work in close coordination with the Existing Buildings Program Management Contractor and Commercial Energy Performance Management PDC to ensure effective delivery of energy savings while managing subcontractors and meeting all contractual obligations.
The Existing Multifamily offer encompasses five delivery tracks: prescriptive incentives (water heaters, HVAC, insulation, windows, appliances), common-area lighting incentives, direct install instant savings measures, distributor buy-down promotions, and custom incentives for cost-effective measures. The PDC will provide comprehensive technical assistance including walk-through surveys, technical analysis studies, renter workshops, and post-installation verifications. The contract structure includes managing capital project-related services for large multifamily customers, coordinating with other programs on Strategic Energy Management and building performance standards offerings, and overseeing reporting, data management, incentive processing and customer service.
The anticipated contract duration is four years (2027-2030) with potential extensions up to three additional years. A transition period is planned from September through December 2026, with full implementation beginning January 1, 2027. The five-year multiyear planning targets include substantial electric and gas savings across all utility territories served by Energy Trust in Oregon (Portland General Electric, Pacific Power, NW Natural, Cascade Natural Gas, and Avista). The PDC must meet minimum spend requirements of at least 20 percent of the total contract value (excluding incentives) subcontracted to certified small and disadvantaged businesses.
