Orange County Power Authority (OCPA) is seeking proposals from qualified consulting firms (Consultants) to provide financial accounting and audit assistance services. The scope of expected services includes: 1) Prepare Monthly Financial Analysis and Reconciliation (deliver YTD accrual basis financial statements, generate monthly Actual-to-Budget Comparison reports, prepare monthly balance sheet reconciliations); 2) Manage Cloud-Based Accounts Payable and Billing System (Bill.com); 3) Treasury Management (assist in treasury related functions, assist in management of financial covenants); 4) Accounting and Control Systems Maintenance (maintain rigorous controls, ensure general ledger is kept up-to-date, develop and maintain non-energy contract portal system); 5) Payroll and Employee Benefits (assist with bi-monthly payroll processing, related taxes, and retirement accounting functions); 6) Audit Assistance (collaborate with OCPA's external financial auditors); and 7) Miscellaneous Duties as needed. OCPA was created as a California Joint Powers Authority (JPA) on November 20, 2020, as a Community Choice Aggregator (CCA) in Orange County, providing electric power at competitive costs with reduced carbon emissions. As of August 31, 2023, OCPA has enrolled approximately 264,000 customer accounts, of which 36,000 are Net Energy Metering (NEM) accounts.
