The California Energy Commission is offering 1% interest rate loans through the Energy Conservation Assistance Act (ECAA) Program to eligible public entities for energy efficiency and renewable energy generation projects. This Program Opportunity Notice (PON) has no time limit for applications, allowing continuous submission of eligible projects.
Eligible applicants are restricted to cities, counties, special districts, public colleges or universities, and public care institutions or public hospitals. The program provides low-interest financing to support energy conservation and renewable energy initiatives at the municipal and institutional level.
Applicants must submit a completed loan application along with required documentation including a sample resolution, California Environmental Quality Act (CEQA) information, and other supporting materials as outlined in the solicitation files. A loan agreement template is provided for reference.
The program was released on April 30, 2019, and maintains ongoing availability for qualified entities seeking financial support for energy efficiency improvements and renewable energy generation projects.
