Frankfort Plant Board (FPB) is seeking comprehensive proposals to meet all capacity and energy requirements associated with its retail load beginning June 1, 2029. This RFP invites respondents to submit proposals addressing FPB's current and future energy needs through two primary pathways.
The Primary Proposal Request seeks full requirements proposals that will supply 100% of FPB's capacity and energy needs, net of their SEPA allocation. Respondents may choose to incorporate renewable energy targets in alignment with the City of Frankfort's sustainability goals as part of their submission.
Alternate Proposal Requests are equally encouraged and may include portfolio-based approaches such as market capacity and energy purchases (block purchases), solar power purchase agreements (PPAs) to further support renewable procurement objectives, or other non-conforming proposals. These alternatives should deliver innovative, cost-effective, and strategically aligned solutions that complement FPB's overall energy procurement strategy.
