San Diego Gas & Electric Company (SDG&E) is issuing a Request for Offers (RFO) to solicit offers from eligible Offset Providers (Bidders) for greenhouse gas (GHG) Compliance Instruments to satisfy obligations under California's Cap & Trade Program. SDG&E is seeking to procure CARB-approved offset credits that meet or will meet CARB's offset protocol requirements. Bidders must assume the invalidation risk as required by the California Public Utilities Commission (CPUC). Up to 8% of an entity's compliance obligation can be met with offsets. The RFO accepts offers associated with any of the following approved protocols: U.S. Forest Protocol (activities that sequester carbon on forestland), Urban Forest Protocol (GHG removal enhancements through tree planting and maintenance), Livestock Protocol (GHG emission reductions through biogas control systems for manure management on dairy and swine farms), Ozone Depleting Substances (ODS) Protocol (GHG emission reductions through destruction of high global warming potential ODS), and Mine Methane Capture (MMC) Protocol (methane destruction from mining operations). The Rice Cultivation Protocol has been proposed for Board approval but SDG&E will not entertain offers associated with proposed protocols at this time. Bidders must submit required forms including Offer Form (with pricing on fixed dollar or index basis tied to average clearing price of previous four quarterly CARB allowance auctions), Master Allowance/Offset Credit Purchase Agreement (redline version), Offset Credit Confirmation (redline version), Project Description Form, Credit Application, and Supplier Diversity Information Form for DBE Bidders. Pricing may be provided on a fixed dollar amount basis or an index basis. SDG&E will consider materiality of modifications to form agreements as part of qualitative evaluation.
