Southern California Public Power Authority (SCPPA) is soliciting competitive proposals from California Air Resources Board (CARB) accredited verification bodies to perform independent third-party verification of SCPPA Member utility annual Greenhouse Gas (GHG) emission reports. The contract is expected to cover a three-year period beginning with 2021 verification needs. Successful respondents will be retained on an internal list for Members' reference and use as verification service needs arise.
Respondents must meet minimum qualifications including CARB accreditation with at least two accredited lead verifiers and five full-time staff, with at least one team member designated as an accredited Electricity Transactions Specialist. All respondents must be able to evaluate and provide a Conflict of Interest Form in accordance with Section 95133 of the Mandatory Reporting Regulation, with conflict of interest potential in the low to medium category.
The scope of work requires respondents to provide verification services proposals and cost estimates to individual SCPPA Members, prepare and submit Conflict of Interest Evaluations to CARB prior to verification services, conduct project kick-off and coordination meetings, perform on-site verification services, prepare verification plans and data sampling plans, assess whether GHG emissions reports are free of material misstatement and conform with CARB procedures, provide monthly progress updates with findings, and submit verification reports and opinions along with Verification Statements to CARB by the August 10 compliance deadline each year.
Respondents must demonstrate experience with California Independent System Operator (CAISO) markets including merchant vs. load-serving transactions and CAISO Market Redesign and Technology Upgrade (MRTU) or Energy Imbalance Market (EIM) markets. Previous GHG emission report verification experience under the CARB Mandatory Reporting Regulation is required, with identified experience performing similar services for Electric Power Entities and Electric Generating Facilities. Respondents must identify any additional requirements for the first year of working with a new verifier or for the first year of a compliance period and provide a proposed work plan and schedule ensuring sufficient time for SCPPA Members to review and respond to verification findings prior to July 31 annually.
