The Hawaii State Energy Office (HSEO) is soliciting proposals for consulting services to integrate resilience strategies for Zero Emission Vehicle (ZEV) infrastructure. The project aims to identify necessary charging infrastructure, energy resources, and backup systems that will enable efficient deployment of resilient charging infrastructure. This infrastructure will support government fleets and the general public during regular operations and during response and recovery efforts for all-hazard events.
Key Scope and Deliverables:
The consultant will conduct strategic planning and transportation management consulting to develop a comprehensive approach to resilient ZEV infrastructure deployment. The work involves assessing charging infrastructure requirements, evaluating energy resource options, and designing backup systems for continuity during emergency situations.

Submission and Award Information:
Responses must be submitted exclusively through HIePRO electronic system. Vendors must maintain compliance with Hawaii state and federal statutes including general excise tax laws, employment security requirements, worker's compensation, disability insurance, and prepaid health care act provisions. All applicable taxes and fees must be included in pricing. The awarded vendor will be responsible for a 0.75% transaction fee (not to exceed $5,000) payable to Tyler Hawaii within 30 days of invoice receipt.
