Silicon Valley Clean Energy (SVCE) and Central Coast Community Energy (3CE) jointly seek a Scheduling Coordinator (SC) to provide CAISO Scheduling Coordination and settlement services for all dispatchable resources currently within their portfolio and future resources. Services include: (1) Resource-based generation services with one-time setup including new resource integration, CAISO data template consistency, optimization modeling, system incorporation, and SC ID establishment; (2) Ongoing generation operations including daily bid strategy development, day-ahead and real-time scheduling/bidding, real-time performance monitoring, outage notifications, CAISO settlements with disaggregation between 3CE and SVCE, metrics reporting, compliance reporting (RA, RPS, GHG), and operational meetings; (3) Optional load-based services priced separately for each client including SC administration, load forecasting, ETRM system setup, and full scheduling cycle services; (4) Optional load/resource optimization services including combined portfolio modeling, criteria development, metrics establishment, and CRR agent services. The successful proposer must demonstrate capability in: effective management of hybrid/co-located solar plus storage resources; aggregation of multiple PPAs to single CAISO resource IDs with disaggregation of settlement results; economic optimization under constraints; optimization of multiple variable resources including wind and out-of-state resources; and integration of load-based and resource-based services. Current portfolio includes 1,038 MW across 8 projects (solar, geothermal, battery storage) with combined capacity shares between SVCE and 3CE. Resource scheduling services must begin no later than July 15, 2021.
