MEAG Power is soliciting proposals for generation capacity and energy resources to meet firm capacity needs of at least 375 MW by summer 2029 and an additional 75 MW by summer 2035. This all-source RFP accepts utility-scale resources that are or can be interconnected at transmission voltage or delivered to the Georgia Integrated Transmission System (GAITS), including solar, solar plus battery storage, standalone battery storage, and other generation technologies. Proposals must demonstrate a minimum of 25 MW of nameplate capacity or greater. Respondents are responsible for all interconnections, transmission service, and electric losses up to the point of interconnection with GAITS, and must include all transmission costs in their proposed product pricing.
Key proposal requirements include: flat, non-escalating pricing for capacity and/or energy charges; summer months (June-September) and year-round pricing options; basis of firm capacity obligation explanation (e.g., summer rating at 90 degrees, winter rating, effective load carrying capability, four-hour sustainable discharge); and detailed technical specifications. For energy storage systems paired with solar, the system must provide a minimum of 4 hours discharge capability and 365 equivalent full discharge cycles per year, with guaranteed availability of at least 96% annually. MEAG Power will consider DC-coupled battery systems and proposes that allow only 1x per day discharge with appropriate documentation. Solar plus storage systems are evaluated using P50 probability levels for energy production calculations. Respondents must identify their energy delivery node and describe their interconnection arrangements.
Important dates include: RFP Issue Date of August 12, 2024; Pre-Bid Information Due (Notice of Intent to Bid and executed Non-Disclosure Agreement) by September 6, 2024 at 5:00 PM EPT; Bid Proposals Due by September 27, 2024 at 5:00 PM EPT; and Short List Selection on or before December 6, 2024. Respondents may submit multiple proposals provided they fall under the company information in the Notice of Intent and meet minimum requirements. No credit support is required at the initial proposal submission stage, but investment grade counterparties or credit support will be required if a project is selected for contract negotiation. MEAG Power will pay for deemed delivered energy for buyer-initiated curtailments only, not for system emergency curtailments by the Balancing Authority Area.
