NASEO and Berkeley Lab are offering a no-cost, one-day workshop designed for State Energy Offices and key state and local stakeholders interested in developing and implementing statewide Commercial Property Assessed Clean Energy (C-PACE) programs. The workshop will provide comprehensive information about C-PACE mechanisms, which enable commercial building owners to finance energy efficiency and renewable energy improvements through special assessments repaid via property taxes. As of 2023, C-PACE programs have financed over $4.1 billion in clean energy retrofits for commercial buildings.
The workshop format includes hybrid training and workshop activities leveraging the DOE's C-PACE Toolkit with a focus on educating local governments and in-state stakeholders while troubleshooting persistent barriers. The one-day in-person event will run approximately 10 am to 3 pm (dependent on state schedule) during July-September 2023. NASEO and Berkeley Lab will customize the training to focus on specific aspects of each state's C-PACE enabling statute, with emphasis on developing a "local-government-ready" C-PACE program positioned for streamlined adoption by local governments.
Ideal state candidates will have already passed legislation enabling C-PACE, have not yet established a statewide C-PACE program but are interested in exploring options (or wish to increase local government uptake), would like the State Energy Office to have a role in program design, and have a limited number of local governments that have adopted C-PACE (under 10). State-local coordination is essential as local governments typically need to authorize C-PACE in their tax districts, adjust tax rolls to account for assessments, potentially collect assessments and remit them to capital providers, and provide educational support to property owners.
