NASEO, with support from the U.S. Department of Energy's Office of Cybersecurity, Energy Security, and Emergency Response (US DOE CESER), and in collaboration with the National Emergency Management Association (NEMA), is developing an Energy Project Development Application Guide for Hazard Mitigation and Resilience Grants. This guide will support State Energy Offices' efforts to secure federal funding for energy resilience projects from FEMA's Building Resilient Infrastructure and Communities (BRIC) program, Hazard Mitigation Grant Program (HMGP), and other funding opportunities.
The application guide will provide States with comprehensive information on hazard mitigation approaches for the energy sector, clarified federal grant application instructions, detailed testimonials and recommendations from subject matter experts, and additional resources on cost-share mechanisms, public-private partnerships, benefit-cost analysis, and project eligibility. The guide is designed to help states and their partners navigate the complex process of hazard mitigation grants to develop high-quality projects supporting energy resilience.
NASEO seeks information from industry and private sector partners on innovative uses of public and private-sector partnerships that can meet the non-federal cost share requirements for energy resilience projects. Respondents are invited to submit information on existing projects and examples that can fulfill the local match for energy-related hazard mitigation projects eligible under BRIC, including public-private partnerships and other services, resources, and proven approaches to project finance. Submissions may include published materials, case studies, and other non-sensitive materials.
All documents and resources should be submitted to Sarah Trent at strent@naseo.org by Friday, September 9. NASEO and project partners intend to include references and examples received in the final application guide.
