The National Association of State Energy Officials (NASEO) seeks a Senior Advisor to provide expertise and support for NASEO's buildings programs and deliverables. The Senior Advisor will work under a cooperative agreement with the U.S. Department of Energy (DOE) Building Technologies Office to support State and Territory Energy Offices in developing and operating buildings programs.
The Senior Advisor will be responsible for two primary areas of work. First, the individual will support NASEO's Buildings Committee by providing direction on program resources, work products, meetings, and webinars in an advisory capacity. This includes helping develop peer-to-peer learning among states on various buildings topics and proactively offering ideas for topics the Buildings Committee can explore. The Senior Advisor may develop or review web content and educational resources such as written briefings, resolutions, or memos for dissemination to NASEO's membership. Second, the Senior Advisor will provide strategic guidance to NASEO staff as they work with State and Territory Energy Offices to identify, pursue, leverage, and implement buildings programs and policies. Support may include meeting with NASEO staff to discuss questions and opportunities, creating resources, and assisting states in understanding program design and implementation, financing mechanisms, and communicating the value of energy improvements. Topic areas of interest include voluntary market transformation and labeling programs, public buildings energy efficiency, building energy codes, building workforce development, and related policies and programs.
The Senior Advisor must have knowledge of programmatic, policy, and technical aspects of state, federal, and private-sector building initiatives, with particular expertise in voluntary market transformation and labeling programs and public buildings energy efficiency. The contract will run from May 15, 2025, to September 15, 2025. The Senior Advisor will invoice NASEO monthly for actual work completed at an hourly billing rate, not to exceed the total approved task budget in the final contract agreement. NASEO will reimburse the Senior Advisor once payment has been received from DOE.
