The National Association of State Energy Officials (NASEO) seeks a Senior Advisor to provide expertise in developing materials and resources for State Energy Office directors and staff. The position addresses knowledge-sharing needs created by regular turnover in state energy office leadership and aims to help new directors and staff understand foundational energy issues, federal programs, and best practices.
The Senior Advisor will support the development of comprehensive onboarding materials including written and recorded modules on State Energy Office foundational activities, the U.S. State Energy Program (SEP), Infrastructure Investment and Jobs Act (IIJA) provisions, energy security and resilience, and programs for low-income Americans. Materials will be part of NASEO's State Energy Office Directors and Staff Welcome Packet and may include mentorship programs and modules for NASEO's "Energy 101" series for those without energy backgrounds. The advisor will also respond to state inquiries on specific topics as requested by NASEO.
The Senior Advisor will provide guidance and support for NASEO's New Director Orientation, scheduled for late 2025, which covers foundational issues such as the purpose of the State Energy Program, roles of State Energy Offices and the U.S. Department of Energy, engagement with other federal agencies, and the federal legislative and funding process. The advisor will help develop orientation materials, provide guidance on agenda content, attend the orientation event, and summarize key takeaways with recommendations for next steps.
The contract is estimated to begin in August 2025, with compensation based on hourly billing rates for actual work completed, invoiced monthly. The Senior Advisor must demonstrate direct experience working for State Energy Office(s) at the leadership level, knowledge of SEP management and IIJA provisions, experience engaging state leadership and legislators, and relevant experience with the U.S. Department of Energy and other federal agencies.
