AI Overview

NEEA's Market Research and Evaluation (MRE) Team seeks to develop a list of pre-qualified vendors including contractors and consultants with skill sets in one, two, or all three of the following qualifying work categories: (1) Evaluation - theory-based evaluations using mixed-method longitudinal studies combining surveys, interviews, focus groups, observational research, ethnographic studies, and mystery shopping to monitor program performance and track market transformation goals; (2) Market Research - deliverables to identify market barriers, opportunities, and knowledge gaps using similar methods as evaluations but non-longitudinal to understand markets, perceptions, use and attitudes of market actors, product feasibility, supply chain mapping, and consumer value propositions; (3) Data Analytics and Cost-Benefit Model Review - smaller projects involving review and verification of market forecasting models, naturally-occurring baselines, model calibration, development of approximation methods for unknown metrics, and validation of model assumptions. The pre-qualified vendor list will be used for limited RFP processes for approximately 20-30 small to medium-sized projects annually. Small data analysis and model review projects typically range from $8,000-$15,000, medium-sized projects range from $15,000-$80,000, and annual program evaluations may have higher budgets. Projects exceeding $80,000 will be contracted through open competitive RFPs. Vendors must demonstrate technical competencies in: Research Design (research methodology for qualitative, quantitative, and mixed-method designs; research instrument development such as surveys, interview guides, focus group guides; sample design and recruitment strategies for hard-to-reach populations including trade professionals, building industry professionals, engineers, architects, specifiers, manufacturers, retailers, and distributors); Data Collection and Analysis (tools and frameworks for data collection and management, quality control and cleaning of large datasets, analysis of quantitative data from surveys and sales data, and qualitative data from interviews, focus groups, ethnographic and observational methods using software for coding and analysis); Synthesis and Reporting (strategies for synthesizing research results, delivering findings to internal program teams, identifying themes across multiple research activities, techniques for client engagement in synthesis process, and high-quality reporting with compelling visualization, easy reference formats, and comprehensive yet accessible delivery of technical information). Vendors are encouraged to partner with other teams to supplement skill sets. Project management excellence and account management capabilities are also required.
