The State of New Mexico Economic Development Department seeks specialized expertise in economic development, strategy, and climate and clean energy technologies to build New Mexico's competitive advantage in advanced energy. The analysis will yield an understanding of New Mexico's strengths across the spectrum of the advanced energy economy including manufacturing, research and development, and energy generation and storage.
The contractor will deliver a detailed report addressing economic diversification analysis, sector prioritization recommendations, regional prioritization focused on distinct areas of New Mexico, creation of performance metrics, breakdown of state strengths and resources, sector validation and prioritization, gap analysis of existing policies and programs, overview of investment barriers, job creation opportunities and workforce development recommendations, and recommendations for federal funding opportunities. Analysis should include references to comparable sectors in other states when relevant, though comparative case studies should not be the primary methodology. All data referenced in the report must be submitted separately in Excel format for the Economic Development Department's future use.

The resulting contract shall not exceed four hundred fifty thousand dollars ($450,000) including gross receipts taxes and must be completed no later than June 30, 2025.
