Orange and Rockland Utilities, Inc. (O&R) is seeking proposals for innovative non-wires alternative (NWA) solutions to provide system reliability and load relief to the electric distribution system in the Sparkill, New York area. The project specifically aims to reduce loading on the Sparkill substation circuit 50-3-13 through potential NWA solutions, including Distributed Energy Resources (DER). The NWA must prevent circuit 50-3-13 from exceeding the conductor relief rating. The solution requires a 2MW reduction from 2pm to 8pm (6 hours) during peak summer periods (approximately 60 days per year during June-September) from 2025 through 2033. O&R anticipates that energy storage will be required along NYS Rt 9W between Rockland Road and NYS State Line with New Jersey. The battery storage should be 2MW/12MWhr with charging occurring between 1am and 6am. The solution must operate in parallel with O&R's facilities and meet all ANSI voltage, frequency, and system protection requirements.
