Orange and Rockland Utilities, Inc. (O&R) solicits proposals from qualified respondents to deliver innovative non-wires alternatives (NWA) solutions that provide system reliability and load relief to the electric distribution system in the Sparkill, New York area. The project focuses on reducing loading on circuit 50-3-13 at Sparkill Substation through distributed energy resources (DERs), including energy storage, demand response, energy efficiency, solar generation, or combinations thereof.
The specific need requires 2 MW of load reduction for 6 hours daily (2 p.m. to 8 p.m.) during approximately 60 days per year during peak summer periods (June through September) when system load exceeds 1,000 MW. The project location is Route 9W and adjacent property between Rockland Road in Sparkill, NY and the New York-New Jersey state line. O&R anticipates that storage will be required as part of the complete solution, with one 2MW/12MWh distributed generation (battery) system to be connected to circuit 50-3-13. The battery shall be charged between 1 a.m. and 6 a.m., with discharge times matching the hourly load reduction profile detailed in the RFP.
The NWA solution will be required to provide specified load relief through summer 2033, when planned upgrades at Sparkill Substation will improve circuit capacity. The contract may be extended up to five additional years if the substation upgrade is delayed. Proposed solutions must be technically viable, cost-effective, and capable of operating in parallel with O&R's 13.2kV distribution system while meeting all ANSI standards, voltage, frequency, and system protection requirements without requiring system upgrades. The solution must include a remote monitoring and control system that can be integrated into O&R's existing DSCADA system.
Key dates include: RFP issued October 23, 2024; pre-bid conference call November 7, 2024 at 1 p.m. to 2 p.m. EST via Microsoft Teams; deadline for clarification questions November 22, 2024; deadline to become enabled in O&R procurement system December 6, 2024; responses to clarification questions due December 6, 2024; and qualified respondents' proposals due January 15, 2025. Respondents must submit proposals through O&R's Oracle RFQ System, with individual documents not exceeding 5 MB in size.
