Hawaiian Electric is seeking information through a Non-Wires Alternative (NWA) Expression of Interest (EOI) to determine the cost competitiveness of NWA solutions compared to traditional wires infrastructure on the island of Hawaii. The initiative addresses anticipated overloads of existing infrastructure due to significant load growth projected in the Waikoloa area on Hawaii island in the coming years. Developers and aggregators capable of developing utility-scale renewable projects or aggregating Distributed Energy Resources (DER) and Energy Efficiency (EE) solutions in the Waikoloa area are encouraged to submit comprehensive responses.
The EOI seeks information from interested parties regarding their capability to provide sufficient load reduction beginning in 2029 to address the forecasted infrastructure constraints. General performance requirements and submission guidelines are outlined in the detailed EOI document. Interested parties must complete the Property Questionnaire provided in Appendix A of the EOI and submit their responses.
Submissions may be made via email (preferred method) with PDF file attachments and subject heading "Waikoloa NWA EOI Response" to igp@hawaiianelectric.com, or by U.S. Mail to the Director of T&D and Interconnection Planning at Hawaiian Electric Company's Honolulu headquarters.
