The Redwood Coast Energy Authority (RCEA) is seeking a qualified firm to provide consulting, design support, and implementation support for Normalized Metered Energy Consumption (NMEC) based programs to be implemented by the Northern California Rural Regional Energy Network (NREN). NREN was approved to implement energy efficiency programs by the California Public Utilities Commission in late September 2024. The services include adjustments to program design, supporting implementation including performing savings calculations for projects, and developing/implementing Measurement and Verification (M&V) plans. The scope of work includes program coordination and reporting, program development, launch and ongoing implementation through December 2027, and reporting. The selected firm will be responsible for energy savings estimate calculations, normalizing energy consumption data to create pre-installation baselines, providing required data for reporting, and post-installation measurements and verification to quantify savings at the meter. The NREN Programs will serve both Residential and Commercial sectors across 17 rural counties in North Coast and Sierra Nevada communities spanning Pacific Gas & Electric Company (PG&E) territory and three Community Choice Aggregators (CCAs).
