Orange County Power Authority (OCPA) is seeking a lead organization to manage the development of OCPA's Community Power Plan (CPP) and supporting organizations to assist in implementing programs and related deliverables. The CPP will serve as a blueprint to develop and offer innovative programs for investing back into local communities and enhancing environmental performance in member cities. The RFP consists of four main components: (1) Community Power Plan - development of overall community investment strategy based on needs assessment and program offerings; (2) Technical Assistance - support for collaborative efforts with OCPA and vendors to enhance regulatory reporting and technical capabilities, including evaluation of energy needs and electrification/carbon-reduction goal support; (3) Program Implementation Support - management of new and existing energy programs to augment OCPA program operations capacity; (4) Grant Management - increase grant management capacity to provide more funding for CPP and energy programming in OCPA member agencies. Proposers must answer specific questions for each component applied to, including demonstrating firm's support of OCPA's mission and vision, experience developing similar deliverables, methods for community needs assessments, use of industry research for feasibility assessment, cost-benefit analysis capabilities, energy needs evaluation experience, technical reporting experience, program management capacity, stakeholder communication methods, grant monitoring and application processes, and communication with funding administrators.
